Technology empowering grassroots governance and underpinning safety:
Fixed smart drone nests and emergency-command nodes enabling "dual-use (peacetime + emergency)" — daily town patrols, ecological monitoring, and traffic guidance, switching to an aerial command hub for emergency rescue. A "geofencing + 120 m altitude cap + three-tier response" 3D safety-control system.
